Choose the wall bonds in $\left(\genfrac{}{}{0ex}{}{L}{2}\right)$ ways and assign distinct states to the two resulting arcs in $Q(Q-1)$ ways. This proves the displayed degeneracy factor without identifying globally relabelled configurations.
