The Berhu, or reverse-Huber, penalty with threshold δ>0 is
ρδ​(t)={∣t∣,(t2+δ2)/(2δ),​∣t∣≤δ,∣t∣>δ.​

It behaves like the absolute value near zero and quadratically for large coefficients.
