A metastable atomic level has no strong allowed radiative decay and therefore a comparatively long radiative lifetime. Weak multipole decays can still occur. At low density radiative decay can keep its population small; as density increases, collisional population and mixing compete with that decay. Metastable levels provide density-sensitive feeding of other spectral lines.
