Let F/K be a finite Galois extension, choose a prime ideal q above p, and write kq and kp for the residue fields. The decomposition group and inertia group are
Dq={σ∈Gal(F/K):σq=q},Iq=ker(Dq⟶Gal(kq/kp)).
(1)
The Frobenius automorphism on the finite field kq is x↦xNp. Its inverse image defines a distinguished coset in Dq/Iq; a Frobenius element is a lift of that coset. At an unramified prime, Iq=1 and the lift is unique. Changing the prime above p conjugates it, so a Frobenius conjugacy class is intrinsically attached to p. These are arithmetic Frobenius conventions.
