7C
Taking the divergence of the Ampère-Maxwell equation and using the Gauss's law ∇⋅E=ρ/ε0 gives
0=μ0∇⋅J+μ0∂t∂ρ,
(1)
which is charge conservation from Maxwell equations ρt+∇⋅J=0.
By Ohm's law, J=σE, so ∇⋅J=σρ/ε0. Therefore
ρ(t)=ρ(0)e−σt/ε0,
(2)
with charge-relaxation rate σ/ε0 and time ε0/σ.
