a
For every a∈R,
X−a=(X−EX)+(EX−a).
(1)
After squaring and taking expectations, the cross term vanishes because E[X−EX]=0. Therefore
E[(X−a)2]=Var(X)+(EX−a)2.
(2)
The second term is nonnegative and vanishes exactly at a=EX, so the variance as the minimum mean squared error of a constant identity is
 Var(X)=a∈RinfE[(X−a)2].
