We prove that (i) implies (ii). Since b is primitive modulo p, write
bp−1=1+cp.
(1)
Being primitive modulo p2 is equivalent to p∤c. The binomial theorem then gives inductively
vp(bpj(p−1)−1)=j+1.
(2)
It follows that the order modulo pm is exactly
pm−1(p−1)=φ(pm),
(3)
so b is primitive modulo every pm. This is lifting a primitive root to odd prime powers. The implication (ii)⇒(i) is immediate by taking m=2.
