When N≤P,
∑P≤p≤2Pp prime​​∑a=1p−1​​∑M<n≤M+N​an​e(an/p)​2≪logPP2​∑∣an​∣2.

An arc of length 1/P contains at most three points of each grid of denominator p≤2P. The Chebyshev estimate gives O(P/logP) such primes. Apply the local-multiplicity large sieve. Using only the separation of distinct reduced fractions gives the weaker O(P2)∑∣an​∣2.
