The Fourier expansion of a normalized Eisenstein series and the one-dimensional weight-twelve cusp form space give 691E12=691E43−432000Δ. The coefficient of qn, for n≥1, reduces modulo 691 to 566σ11(n)=566τ(n). Since 566 is invertible modulo 691, this proves the congruence. Integrality follows from E4=1+240∑σ3(n)qn and the product Δ=q∏n≥1(1−qn)24.
