For fixed coprime integers a,q, the Prime number theorem in the arithmetic progression gives π(x;q,a)∼x/(φ(q)logx). Partial summation expresses the reciprocal-prime sum as π(x;q,a)/x+∫2xπ(t;q,a)t−2dt. The integral of the relative error is o(loglogx): fix a threshold beyond which that error is at most ε, bound its remaining integral by εloglogx, and then let ε decrease to zero. The modulus is fixed in this statement.
