For a scalar photon quadrupole emitted at distance χ∗​, the meridian-basis source is Q±iU∝Θ2​e−ikχ∗​μ(1−μ2). Integrating its scalar-potential equation and removing the low-multipole kernel of polarization potentials yields PE​∝∑ℓ≥2​(−i)ℓ(2ℓ+1)Θ2​jℓ​(kχ∗​)Pℓ​(μ)/(kχ∗​)2, with no scalar PB​. The apparent k−2 divergence lies in discarded low multipoles; jℓ​(x)=O(xℓ) makes the physical small-x limit regular.
