Zero Euler characteristic and H3=0 give free rank b1−1. The universal coefficient theorem for cohomology identifies H3(M;Z)=Z/2 with Ext(H2(M;Z),Z), so the only torsion in H2 is one copy of Z/2. In particular b1≥1.
