For a connected closed oriented four-manifold, Poincare duality identifies H3 with H1. The universal coefficient theorem for cohomology identifies H1 with Hom(H1,Z) because H0=Z has zero Ext. Consequently H3 is torsion-free and its rank equals that of H1.
