For coefficients bn​ supported on an interval of H consecutive integers, set B=∑bn​ and Bp​(a)=∑n≡a(modp)​bn​. Then
∑p≤Q​p∑amodp​∣Bp​(a)−B/p∣2≤(Q2+2πH)∑∣bn​∣2.

The orthogonality of roots of unity gives p∑a​∣Bp​(a)−B/p∣2=∑r=1p−1​∣∑n​bn​e(rn/p)∣2. The distinct fractions r/p have circular spacing at least Q−2; now apply the exponential-sum large sieve.
