Hence $D_{\mathrm{rel}}(\rho \Vert \Delta (\rho ))=S(\Delta (\rho ))-S(\rho )$. Support inclusion under rank-one dephasing handles zero probabilities, and Klein's inequality makes the difference nonnegative. Equality holds exactly when the state was already diagonal.
