Its decaying whole-space inverse is $\psi (\mathbf{X})=-\int [Q({\mathbf{X}}^{\prime })-f]/(4\pi |\mathbf{X}-{\mathbf{X}}^{\prime }|)d^3{X}^{\prime }$. Boundary or far-field data are needed to exclude arbitrary harmonic additions.
