If the relative position is d(t)=d0+tv with v=0, completing the square gives
∣d(t)∣2=∣v∣2(t−t∗)2+∣d0∣2−∣v∣2(d0⋅v)2,t∗=−∣v∣2d0⋅v.

This proves the minimum distance over all real times. If time is restricted to an interval, project t∗ onto that interval; if v=0, the distance is constant. Both particles are evaluated at the same time, unlike the two independent parameters in the distance between skew lines.
