Efficiency of a cooperative-game value (${\sum }_{i\in N}{\psi }_i(v)=v(N)$)

A value assigning a vector of payoffs $\psi (v)$ to a transferable utility game has cooperative-game efficiency when it distributes exactly the grand-coalition value. This is a budget-total condition; it does not assert membership in the core of a cooperative game.
