The cosmic microwave background quadrupole is the degree-two spherical harmonic part of the observed cosmic microwave background sky. It has five real coefficients. The axisymmetric example QP2(cosθ) selects only one orientation and shape from this space; Q is its chosen amplitude, not a normalization for every possible cosmic microwave background quadrupole.
