Linearizing the Collisionless Boltzmann equation around f0(J) in an integrable background Hamiltonian H0(J) gives (∂t+ik⋅Ω)δfk=ik⋅∂Jf0Φk, with Ω=∂JH0. An integrating factor gives the displayed zero-initial-perturbation solution. A nonzero initial perturbation adds the freely evolving term e−ik⋅Ωtδfk(0).
