On a d-dimensional Hilbert space, the Von Neumann entropy is maximized uniquely by I/d. Indeed, nonnegativity of quantum relative entropy gives
0≤D(ρ∥I/d)=log2d−S(ρ),

with equality exactly when ρ=I/d.
