For X∼Np(θ,Ip) under quadratic loss, the estimator δ0(X)=X has constant risk p and is minimax. Gaussian priors Np(0,c2Ip) have Bayes risks pc2/(1+c2), which tend to p and therefore give the matching minimax lower bound.
