The simplified moment prescription q=σz2/(σx2+vp2), with e=1−q and β=1−σz2/σx2, gives the displayed relation by solving for vp2. The prescription is an approximation, not a consequence of the tensor virial theorem for arbitrary oblate density profiles. For constant azimuthal streaming vaz, the one-component streaming second moment is vp2=vaz2/2.
