The Oort constants describe local differential galactic rotation: A=−RΩ′/2 and B=−Ω−RΩ′/2. Thus Ω=A−B, the radial epicyclic frequency obeys κ2=−4ΩB, and the epicyclic ellipse has axis ratio −B/(A−B)​.
