The orthogonal projection onto the +1 eigenspace of the Pauli matrix σz is P+=(I+σz)/2. By the Born rule and the Bloch vector representation,
P(+1)=Tr(ρP+)=21(1+Tr(ρσz))=21+sz.
(1)
Since sz=1/5,
P(+1)=53.

The given vector has length 19/30<1, so it lies inside the Bloch ball and indeed defines a valid mixed qubit state. For the physical spin operator Sz=(ℏ/2)σz, the corresponding outcome is +ℏ/2 with the same probability.
