Put D=∣⟨LN,f⟩−⟨LN,f⟩∣. Apply the Cauchy-Schwarz inequality to the average of the nonnegative eigenvalue differences, and then the Hoffman–Wielandt inequality:
D2≤(N1∑i∣λi−λi∣)2≤N1∑i∣λi−λi∣2≤N1Tr[(XN−XN)2].
(1)
Taking nonnegative square roots gives the spectral Lipschitz bound from Frobenius distance
D≤(N1Tr[(XN−XN)2])1/2=N∥XN−XN∥F.
(2)
The factor N−1/2 is essential: the empirical spectral measure has total mass 1, not N.
