For a planar cotangent bundle, rotation has moment map ℓ=xpy−ypx. At ℓ=0 its level is regular and the circle action is free. Polar canonical coordinates give ω=dr∧dpr+dθ∧dℓ. Fixing ℓ and quotienting θ leaves T∗R>0 with the displayed form. The unit-mass free Hamiltonian becomes pr2/2+ℓ2/(2r2).
