Suppose a=0 and a⋅b=0. The line r×a=b has parametrization r=r0+ta, where r0=(a×b)/∣a∣2. For a point y outside the line, a normal vector of the unique plane containing both is N=a×(y−r0)=b+a×y. Thus its equation is the one in the title. The vector triple product verifies r0×a=b, and cyclic invariance of the scalar triple product verifies that every point of the line satisfies the equation. The excluded case N=0 is exactly y lying on the line, when the plane is not unique.
