For ψˉ​1​=Vx and ψˉ​2​=0, the two-layer quasi-geostrophic potential vorticity is qˉ​1​=f0​+βy−FVx, qˉ​2​=f0​+βy+FVx. A perturbation therefore feels both the northward gradient β and opposite zonal gradients ∓FV. Dropping the zonal gradients removes the instability mechanism from the linearization.
