If Ψ(R,0)=Ψ1​+Ψ0​(R/R0​)δ and the surface inclination to the vertical is a radius-independent α, then Bz​=δΨ0​Rδ−2/R0δ​ and BR​=Bz​tanα. The solenoidal vector field condition gives
∂z​Bz​∣0​=−Rδ−1​Bz​(R,0)tanα.

The constant offset in the poloidal magnetic flux function has no effect on the magnetic field.
