For an odd prime p=3, quadratic reciprocity gives
(p−3)=(3p).
(1)
Thus −3 is a square modulo p exactly when p≡1(mod3).

Quadratic character of minus three
The factorization
X3+1=(X+1)(X2−X+1)
(1)
shows that X3=−1 always has X=−1 as a solution. For p=3, it has two further solutions exactly when −3 is a quadratic residue; for p=3, all three factors coalesce at the unique root −1.
