At fixed specific angular momentum j, perturb the effective potential Φ(r)+j2/(2r2) about a circular orbit. Linear radial motion has x¨+κ2x=0, where κ2=Φ′′+3Φ′/r=r−3d(jc2)/dr. Positive κ2 gives stable oscillations; axial symmetry alone does not force that sign.
