A permanent electric dipole moment of magnitude p0 rotating perpendicular to a fixed axis emits P=Kω4 in the electric-dipole approximation for radiation, with K=μ0p02/(6πc). For fixed mechanical moment of inertia I, weak radiative loss gives Iωω˙=−Kω4 and hence the displayed spin-down law. It assumes ∣ω˙∣≪ω2: the full dipole acceleration has squared magnitude p02(ω4+ω˙2), whose second term is beyond this leading adiabatic approximation.
