For last scattering well inside matter domination, cs=c/3 gives physical sound radius Rs=2ca∗3/2/(3H0Ωm). Neglecting the early conformal time in the observer distance, an open dust cosmology has transverse comoving last-scattering distance r∗=2c/(H0Ωm). Thus θs=Rs/(a∗r∗)=Ωma∗/3 and ℓ∼π/θs. Radiation, baryon sound-speed evolution and acoustic phase shifts refine this estimate.
