For the one-internal-reflection branch, Snell's law and δ=π+2α−4β give δ′=2−4cosα/(ncosβ). At an interior stationary point, cosα=(n/2)cosβ, hence sin2β=(4−n2)/(3n2). Another differentiation gives δ′′=3tanβ>0 there. The interior minimum exists for 1<n<2. The internal specular reflection can be partial; total internal reflection is not required.
