For the random phase screen E(z)=eiβW(z), the Gaussian phase-screen correlation and spectral measure of a stationary random field give
SE​(ν)=2π1​∫R​e−β2(1−ρ(ζ))e−iνζdζ.

If ρ(ζ)→0 and eβ2ρ−1 is integrable, this is e−β2δ(ν) plus the continuous density (2π)−1e−β2∫(eβ2ρ(ζ)−1)e−iνζdζ. The total mass is one, split into coherent mass e−β2 and diffuse mass 1−e−β2. Without the decay and integrability assumptions there may be additional spectral atoms or singular components.
