Let c=a2+b2 with independent a,b∼N(0,Γ2), and let D∼N(0,Λ2) be independent of them. Then c has Rayleigh distribution and α=∣D∣/c has the displayed cumulative distribution function for A≥0 and density Λ2Γ(Γ2A2+Λ2)−3/2. Indeed, conditioning on D gives P(c≥∣D∣/A)=exp[−D2/(2Γ2A2)], and a Gaussian integral completes the calculation. Independence is essential: choosing D=(Λ/Γ)a has the same Gaussian marginal but makes the ratio bounded by Λ/Γ.
