A uniform electrically short current element of length ℓ with sinusoidal peak current I0 has electric dipole moment amplitude p0=I0ℓ/ω. The mean electric dipole radiation power is ω4p02/(12πϵ0c3), so fixing current makes it proportional to ℓ2ω2, rather than ℓ2ω4. Current, charge excursion and dipole moment are different quantities to hold fixed when comparing antennas. The approximation requires ℓ≪λ and does not impose the nonuniform standing-current profile of a long antenna.
