Inertial instability occurs when displaced fluid parcels amplify their displacement by conserving absolute momentum in a rotating flow. For a uniformly stratified basic state on an f-plane, a necessary condition is that the Ertel potential vorticity have the opposite sign to the Coriolis parameter.
