A local unitary sends a reduced density matrix to a unitary conjugate on the acted-on subsystem and leaves the other subsystem unchanged. Its eigenvalues and von Neumann entropy therefore do not change. This distinguishes a deterministic change of local basis from a selective measurement or nonunitary local filter.
