Neglecting chemical potentials, the equilibrium abundance ratio is nn​/np​≃exp[−(mn​−mp​)c2/(kB​T)]. Weak freeze-out fixes an approximate starting ratio, which is then reduced by free-neutron decay after freeze-out before most remaining neutrons bind into helium.
