The Maclaurin series give 1−cos(x2)=x4/2+O(x8) and tanx=x+O(x3). Therefore x2tan2x=x4+O(x6), and cancellation of the common leading power gives
x→0limx2tan2x1−cos(x2)=21.

The argument applies from either side of zero: both leading terms involve the even power x4. The expression need not be defined at zero itself for its limit to exist.
