a
Suppose the non-vertical supporting hyperplane of a value function has slope λ. Every x∈X then satisfies
f(x)≥ϕ(h(x))≥ϕ(b)+λT(h(x)−b),
(1)
so Lb(x,λ)≥ϕ(b). Taking the infimum gives infXLb≥ϕ(b). Conversely, feasible points approaching the infimum of f have Lb=f, so infXLb≤ϕ(b) even if no primal minimizer exists. Therefore
XinfLb(x,λ)=ϕ(b),
(2)
which is the Strong Lagrangian property.
