For an odd prime number p, a nonzero class a(modp) is a quadratic residue if a≡x2(modp) for some integer x not divisible by p. The Legendre symbol is
(pa)=⎩⎨⎧0,1,−1,p∣a,a is a nonzero square modulo p,a is a nonsquare modulo p.

When discussing solvability of x2≡a(modp) without a coprimality assumption, zero is also a square. This convention matters in the final local characterization of integer squares.
