A Poisson distribution with mean Eλ and positive known exposure has Fisher information E/λ, so its Jeffreys prior kernel is λ−1/2. The proper shape-rate gamma distribution Gamma(1/2,ε) has kernel λ−1/2e−ελ, approximating the improper kernel where ελ is small. Its posterior is Gamma(y+1/2,E+ε), converging to Gamma(y+1/2,E). There is no normalized Jeffreys prior to which the proper priors converge weakly; this is kernel approximation and posterior convergence.
