Second moment bound from a clipped Gaussian tail (EZ2≤(1+logA)/b)

If P(∣Z∣≥t)≤Ae−bt2 for A≥1 and b>0, then EZ2≤(1+logA)/b. Indeed the tail integral formula for moments gives EZ2≤∫0∞min(1,Ae−bu)du; split at u=(logA)/b. Clipping at one improves the constant compared with integrating the exponential bound alone.
