The Wien displacement constant is the constant of proportionality b in λmaxT=b. From the exact International System of Units values of the Planck constant, speed of light and Boltzmann constant,
b=(1.380649×10−23)(4.9651142317…)(6.62607015×10−34)(299792458)mK≃2.897771955×10−3mK.

The units follow from hc/kB: (Js)(ms−1)/(JK−1)=mK. The defining constants are exact; the displayed decimal is rounded. [ref]
