For a closed subscheme Z⊆X with ideal sheaf I, one has T[Z]Hilb(X)≅HomOX(I,i∗OZ)≅H0(Z,NZ/X). Locally a flat deformation ideal J⊆A[ε]/(ε2) satisfies J∩εA=εI. Lifting f∈I to f+εg∈J gives a well-defined map f↦gmodI killing I2. Conversely the graph condition gmodI=ϕ(f) defines an ideal with flat quotient by the flatness criterion over dual numbers. These operations commute with restriction and are inverse, giving the global identification without a smoothness assumption.
