The zeroth velocity moment gives ∂t​ρ+R−1∂R​(Rρ⟨vR​⟩)+R−1∂ϕ​(ρ⟨vϕ​⟩)=0. In the rotating-frame collisionless Boltzmann equation, velocity integration by parts supplies the geometric ρ⟨vR​⟩/R term. This equation expresses conservation of planar mass.
