True. The determinant gives a group homomorphism
det:O(3)⟶{1,−1},det(AB)=det(A)det(B).
(1)
For an orthogonal matrix, ATA=I implies (detA)2=1, and a reflection has determinant −1, so the target has order two and the map is onto. Its kernel of a group homomorphism is exactly
ker(det)=SO(3).
(2)
This is the defining special orthogonal group inside the orthogonal group.
